 Ethics in Project Management
Presented by: Mark Title, Advanced Technology Leadership and Mike Olivier, CommTech Systems

Abstract: The PMP exam is full of questions on ethics in project management. What if you want the job, but don't have the experience? What if a contractor offers extra payment to advance the schedule? Have you been tempted? Don't worry, we know you did the right thing. No names, please... Come with your stories - and your advice!

Mark Title, PhD, PMP has devoted more than twenty years in advanced technology and team management in support of industry, health care, the community, and the arts. At Biosite Diagnostics he supported a revolution in health care instrumentation, leading teams through multiple generations of diagnostic product development and advising sister companies on alternative technologies. Mark has actively shaped the Biosite corporate culture, training hundreds of employees across the organization in achieving measurable results, accountability, and personal satisfaction in their work. Prior to Biosite, Dr. Title developed novel technologies to shape microwaves and test superconductors at Innova Laboratories. Earlier he managed the San Diego office of Schafer Corporation, providing technical evaluation and monitoring of classified projects in satellite and submarine laser communications, energy storage, and micro-electronics for space and military applications. Dr. Title's graduate work at the University of California, San Diego developed a new generation of photonic supercomputers, crunching massive arrays of information on beams of light. While completing his Ph.D. Mark worked for the America's Cup races in San Diego, coordinating with civic agencies and managing area directors and 550 personnel in defending the Cup against New Zealand.

Dr. Title makes his home in San Diego with his wife Claudia and their two standard poodles Harpo and Zeppo. In his leisure time he flies airplanes, collects short films, and crafts new works in glass and neon art.

Mike Olivier, PMP is president of CommTech Systems Inc., an information technology company providing Project Management services and System Engineering expertise for Industrial Control Systems (ICS) and SCADA (Supervisory Control and Data Acquisition) systems and communications. He has previously served as Project Manager for the Marine Corps, Expeditionary Energy Office in tracking and monitoring fuel consumption for military vehicles. He also provided project management support to the Department of Homeland Security (DHS) Advanced Conveyance Security Device (ACSD), and support in the development of the first SCADA wireless traffic census application for CALTRANS. Mike served as an advisor to the Afghan Ministry of Defense providing operational planning, training, and program management to the Ground Forces Command, the operational command for the Afghan forces in their counter insurgency efforts, and provided operational planning support for the coordination of voting security and ballot transportation for the 2014 national elections.

Mike has published articles on Stakeholder Management and Risk Assessment for the Marine Corps Gazette, a professional journal focused on the Project Management Institute approach and its applicability in military planning and operations. He is a member of the California State DVBE (Disabled Veteran Business Enterprises) Advisory Council, the Elite SDVOB (Service Disabled Veteran Owned Business) organization, the NDIA (National Defense Industrial Association), and the AFCEA (Armed Forces Communications Electronics Association).
