Abstract: Project Management as a discipline, and PMOs as functional organizations, are each part of the worldwide fabric of business in the 2020's. The success and ROI of an enterprise’s projects, programs, and portfolios are directly related to its ability to manage the various necessary and sufficient aspects of teamwork relevant to those projects, programs, and portfolios. PMOs, as non-operational business units, are properly positioned within an enterprise in today’s volatile, complex, uncertain, and ambiguous (VUCA) environment to effectively address and manage: (a) the cross-national, cross-enterprise, cross-organization-structural, cross-cultural, and cross-generational matters; (b) the ethnic diversity; (c) the cross-functional team issues; and (d) the multiple management, stakeholder, and support roles associated with teamwork in the 2020s.

Darrel G. Hubbard, P.E., provides executive consulting and assessment services and has 50-plus years of experience in consulting, and in executive, line, and technical management positions. As a Subject Matter Expert, he advises organizations in achieving their enterprise’s business strategies and tactical objectives. This includes executive analysis of management structures, business processes, general business operations, and project management capabilities, and supplying specific recommendations on business, innovation, methodology, and process improvements. Darrel is a Registered Professional Engineer, and holds a bachelor’s degree in mathematics and physics.

Darrel joined PMI in 1978. During the past twenty years his research and work have stressed the managerial development and establishment of Project/Program/Portfolio Business Management Organizations (PBMOs) focusing on the business management aspects of Organizational Project Management (OPM). He supports enterprises in the managerial development and establishment of OPM and PBMOs and delivers workshops focusing on the business management aspects of project management. He is a presenter at PMI Congresses/Symposiums, and keynote speaker and guest speaker at PMI chapter meetings. He has published multiple papers and three books on project management – two of which are on PMOs. And, all of which promote enterprise-wide project business management and the PMO.
